Insurance for UAE Rental Fleets — TPL, CAR, Plant & Equipment Cover
Insurance is the line item most rental operators ignore until they have their first claim. The UAE landscape covers three distinct policies — compulsory TPL, voluntary comprehensive own-damage, and project-tied CAR/PLE — and the right stack depends on whether you're renting unit-by-unit or running a long-term fleet contract.
The three policies
A complete rental-fleet insurance stack in the UAE has three layers, in increasing breadth of coverage:
- Third-party liability (TPL) — compulsory for any road-registered unit. Covers injury to third parties and damage to third-party property.
- Comprehensive own-damage — voluntary. Covers fire, theft, accidental own-damage, vandalism.
- Contractor's All-Risk (CAR) / Plant & Equipment (PLE) cover — project-tied. Covers the unit while it's on a specific named site.
1. Compulsory TPL
Every road-registered unit must carry TPL valid for the entire registration period. UAE TPL caps are statutory and uniform — typically AED 250,000 per person, AED 500,000 per event for property damage.
TPL alone does not cover damage to your own crane. If a third party's truck hits your parked crane, TPL pays. If your own operator drops a load onto your own crane, TPL doesn't pay.
2. Comprehensive own-damage
The big one for rental fleets. Covers:
- Accidental damage (collisions, dropped loads, overturning).
- Fire, including engine fires.
- Theft of the unit or major sub-assemblies.
- Vandalism, malicious damage.
- Acts of nature (typically including UAE-specific perils like sandstorm damage, flooding).
Standard exclusions: operator error/negligence (varies by insurer), mechanical breakdown, wear-and-tear, deliberate misuse.
3. CAR & plant-and-equipment cover
If your unit is on a project site, the contractor will require it under their CAR / PLE umbrella — or they'll insist you carry your own PLE cover for that specific site. PLE specifically covers plant during construction, including:
- On-site operational damage.
- Hoisting and lifting incidents.
- Cross-liability between contractors on a multi-party site.
Many UAE contractors prefer to extend their main CAR policy to include hired plant rather than make you carry separate PLE. Check the contract — saves you premium if their CAR covers your unit.

Common UAE claim categories
- Boom strikes — operator extends boom into nearby structure or power line. Most common claim on telehandlers.
- Outrigger collapse / unit tipping — soft ground, inadequate pads. Most common claim on mobile cranes.
- Hook block strike on cab — anti-two-block failure. Bypassed safety devices kill claims.
- Theft of a single unit overnight from open yard — telehandlers and small loaders are vulnerable.
- Fire — usually hydraulic line failure causing oil-on-hot-component ignition.
- Sandstorm / flooding — typically minor, but cumulative; check the policy specifically includes UAE natural perils.
Insurance strategy by fleet size
- 1–2 units: TPL on road-registered, comprehensive on everything. Premium per unit is at its highest because there's no fleet discount, but absolute cost is small.
- 3–10 units: Negotiate fleet policy with one insurer. Typically saves 15–25%. Standard structure: TPL + comprehensive + named-perils.
- 10+ units: Fleet master policy with named-driver/operator endorsement. Some insurers will write a "rental-specific" policy that covers cross-liability with renters automatically.
